Small cities and communities across the country are scrambling to take advantage of billions of federal taxpayer dollars to give practically everyone access to the internet. In late 2006, St. Louis County Executive Charlie Dooley had a vision to do just that. But now, more than three years later, a KMOX investigation shows communities that shared his vision are still waiting for their affordable wireless internet access to become a reality. Was the problem the technological process, or the people put in charge?

John Temporiti: “Chillin’ like villain”

Network 1 came well connected. It  was a member of the St. Louis Regional Exchange, a non-profit internet development agency, then controlled by Dooley’s closest political advisor and now campaign manager, John Temporiti. Network 1 was working on WiFi in a joint-venture with United Technologies Corporation, a local IT firm that was also a Regional Exchange member. UTC’s president, Nick Niknejadi, was a Dooley appointee to the St. Louis World Trade Center.  And, according to Cottleville Administrator Lewis , Network 1 checked out with Dooley’s point-man on the county-wide WiFi project. “They came to us, and then we talked with somebody over at the St. Louis County Economic Council,” recalled Lewis. “It was David Leezer.” Read more…
