All this money flowing from committee to committee looks like a huge scam, and perhaps it is. But keep in mind that this whole goofy-looking process only began when the Missouri legislature, some years ago, decided that it could ban money from politics. It left a huge loophole for party committees, forgetting, apparently, that one exists by statute for every Senate, Legislative, and Judicial District in the State. So if we’re going to do “reform” again, let’s try something that might work and make sense next time.
