With all the secrecy surrounding the FBI’s investigation into how contracts are awarded in St. Louis County government, Republican Councilman Greg Quinn gives us a little insight into what exactly the investigators may be looking at.
“In any situation where a contract is actually not bid and awarded to the lowest bidder, there would be that possibility that it was awarded because of political considerations. In a number of instances, county departments are not going with the lowest bidder.
What they’re doing is they’re taking what they call the best bid and they’re looking at qualifications. Once they determine who is the so-called most qualified contractor, then what they do is they go ahead and negotiate price.” Read more…
