Jerry Berger had a blurb on his gossip website recently suggesting that there was an ongoing investigation regarding the St. Louis County Executive’s Office. Mr. Berger’s column has been mysteriously scrubbed from his site, but we think we may have a little something to add to the speculation.
St. Louis County’s Director of InterGovernmental Relations director Darin Cline profited from a scheme last campaign cycle aimed at various Democratic candidates and issue campaigns around the state – while making $120,000 annually on the St. Louis County payroll.
Last year Darin Cline, sole proprietor of Capitol Strategies L.C., provided “consulting” services for Citizens for Better Transportation, the Metro ballot proposal that was intended to increase the County sales tax .5% to expand Metro service. Cline grossed $10,000 for a fiscal quarter’s worth of “work”.
In partnership with Malchow Schlackman Hoppey Cooper. (MSHC Partners) a Washington DC mail house, Darin Cline and his company Capitol Strategies L.C., had been working on and soliciting business from Democratic campaigns: Sam Page for Lieutenant Governor, Clint Zweifel for State Treasurer, Andria Simckes for State Treasurer, Jeff Harris for Attorney General, Chris Koster for Attorney General, Margaret Donnelly for Attorney General, Joan Barry for State Senate, Kevin Gunn for State Senate, Mike O’Mara for St. Louis County Council 4th District, Kathleen Burkett for St. Louis County Council 2nd District.
According to St. Louis county code section 203.030:
203.030 Conflicts of Interest, Prohibited.–It shall be unlawful for any officer or employee to engage in any private business or professional activity which would place him in a position of conflict between his private interest and the public interest of St. Louis County, Missouri; or to engage in any private activity which involves the improper use of information gained through his public position or to use the prerogative of his official position for his personal benefit or on behalf of any member of his immediate family; or to accept any fee, compensation, gift, payment of expenses or any other thing of monetary value, either directly or indirectly, under circumstances in which acceptance may result in any conflict of interest. If any officer or employee of St. Louis County shall violate any provision of this section, St. Louis County shall be entitled to recover from said officer or employee in a court of proper jurisdiction an amount equal to any considerations received by said officer or employee in the transaction involving the violation of this section; and this remedy shall be in addition to any other remedy or penalty provided by the St. Louis County Charter, any chapter, or law. Another example of our County Exec and his failure to lead! We have a county assessor who is paid a percentage of the money collected by the county in property tax, we have seen direct interference with our county police system which resulted in the resignation of the chief, we’ve witnessed a failure to insure that the county police are paid enough to keep the best and not see them walk to city police forces, and now this! Hey Charley, resign and save the county the expence of your trial for wasteful spending and favoritism!

Why doesn’t anyone look into what I’ve been trying to get out since the inception of it happening to me, that being a member of our Judiciary retailating against me because of my knowledge of his close association with a state rep and “how that could affect his career.” I’m still be harrassed but that’s just fine with our government who is trying to cover this. He is a judge, I was his court reporter and he used the fact that I am an Arab American and we were under the Bush Admin at the time to “wack me” and hurt my children and I HAVE EVIDENCE, but because of his connections he gets to go on with his corruption, going as far as to demand I charge a lesser amount in court reporting charges to a doctor living in Ladue and charging the rest of an invoice to the State so the state could foot the bill for the rest of the amount – also telling me not to complete other assignments or telling me to overcharge others. He had threatened me with my associations with other people and secluded me from my co-workers, spreading rumors about me until other joined him in his attempt to hurt me for what I knew. The truth is the best defense and my children deserve the TRUTH BE TOLD. His dad was an appeals court judge put on the bench by Ashcroft and he’s up for the COA right now.
